He appoints and dismisses other ministers of state, submits bills to the Diet on behalf of the Cabinet, reports on general state affairs and foreign relations, and directs and supervises all administrative departments. The current Constitution of Japan does not explicitly state who the head of state is. There is considerable constitutional debate about who the head of state is, but the majority of scholars consider the Cabinet, which has the power to conclude treaties, appoint and dismiss diplomatic envoys, and generally manage diplomatic relations, or the Prime Minister, who represents the Cabinet as the head of executive power, to be the head of state.
