Under the promise of a more "expedited" process, the public administration is imposing fees that burden citizens financially and defy the law. We thoroughly analyze the most critical aspects of this measure: 1. Illegality and Geographic Discrimination: The State is implementing a completely illogical and illegal cost segmentation, charging RD$6,000 in metropolitan areas and abusively raising the fee to RD$20,000 in tourist areas. If the service and procedure are exactly the same, how does the law justify this blatant violation of the Principle of Equality? 2. Restrictive Bureaucracy: Why force parents to pay for a minor's departure when there is a functional, stable, and mutually agreed-upon relationship between both parents? The State should have established an alternative, obstacle-free procedure for families without conflict. 3. Tax Fund vs. Best Interests of the Child: We demonstrate how this mechanism loses its protective nature and reveals a purely revenue-generating objective, directly clashing with the Principle of Reasonableness and Freedom of Movement enshrined in our Constitution.
