County Contractor Indicted for Allegedly Billing $1.7M for Fake Roadkill Routes

On January 9, 2024, Kwame Asante-Boateng — the sole owner and operator of Clearpath Environmental Services LLC, a Slatefield County, Georgia government contractor holding the county's exclusive roadkill removal contract since 2020 — was indicted in the U.S. District Court for the Northern District of Georgia and charged with 60 federal counts including 47 counts of mail fraud under 18 U.S.C. § 1341, 12 counts of making false statements to a government agency under 18 U.S.C. § 1001, and 1 count of theft from a local government program receiving federal funds under 18 U.S.C. § 666 after a county inspector general's investigation revealed he had submitted fabricated GPS route logs, forged disposal manifests from a licensed processing facility, and systematically inflated animal carcass counts across 47 months of contract performance. Commercial fleet-position data purchased from a third-party logistics vendor showed that on 87 of 203 billed service days, Clearpath's trucks remained stationary at Asante-Boateng's personal address or a private storage yard, never reaching any billed county road segment. Total fraudulent billing reached $1,742,000.
