He stated that no party whip is applicable during Rajya Sabha elections and that, under the law, cross-voting does not lead to disqualification of an MLA. Mahapatra alleged that the BJD filed the petition only to remain in the political spotlight and claimed the party is currently being run by "foolish people" with its organisational strength weakening. He further said the party's strength in the Assembly and Parliament is declining and claimed more leaders may leave in the future.
