What is the Blue Envelope Program?

The Blue Envelope Program expanded to El Paso County in September 2025 and quickly ran out of envelopes due to community demand. In response, TRE applied for and won a grant from The Independence Center to fund more envelopes. A blue envelope serves as a signal to first responders that additional communication, awareness, or accommodations may be needed, helping to create safer, more informed encounters. Blue envelopes are available for free at The Resource Exchange's Colorado Springs location, with no registration necessary.
