Cape Cod Metropolitan Planning Organization Meeting, 05/18/2026

Agenda 1. Call to Order 2. Roll call/Attendance 3. Potential approval of prior meeting minutes: April 27, 2026 4. Public Comment 5. Cape Cod Bridges Program: Massachusetts Department of Transportation (“MassDOT”) staff will provide an update on the status of the Cape Cod Canal Bridges Program, a program that will include the eventual replacement of the Bourne and Sagamore bridges, as well as improvements to the approach roadway networks. 6. Federal Fiscal Years (October 1– September 30) 2027-2031 Massachusetts Department of Transportation (“MassDOT”) Capital Investment Plan (“CIP”): MassDOT staff will provide an update on the development of the MassDOT 2027-2031 CIP which includes all capital expenditures planned for the next five years for MassDOT’s Aeronautics, Highway, Rail and Transit, Registry of Motor Vehicles and Planning & Enterprise Services Divisions. 7. Federal Fiscal Years 2026-2030 Transportation Improvement Program (“TIP”) Amendment #3: Staff will review, and Committee members will consider public comments on and may vote to endorse, Amendment #3 to the 2026-2030 TIP. Amendment #3 programs the Barnstable Route 132 Park and Ride Expansion project in Federal Fiscal Year 2026, provides funding for the replacement of fifteen vehicles through the State’s Mobility Assistance Program, and provides funding for various Steamship Authority projects including, the Woods Hole Terminal Amenities Project, parking lot improvements, Hyannis terminal improvements, a bus replacement, and purchase of rescue boats. 8. Federal Fiscal Years 2026-2030 Transportation Improvement Program (“TIP”) Amendment #4: Staff will present, and the Committee members may vote to release draft Amendment #4 for public comment. Amendment #4 would program funding for crosswalk improvements at various state-owned signals near bus stops including the Route 28A at Route 151 intersection in Falmouth. 9. Self-Certification Compliance Statements: Staff will present, and the Committee members may vote to endorse, the Cape Cod Metropolitan Planning Organization (“CCMPO”) Self-Certification Compliance Statements on the Metropolitan Transportation Planning Process and Air Quality Planning regarding the CCMPO’s evaluation and reporting of aggregate greenhouse gas emissions required by the Code of Massachusetts Regulations at 310 CMR 605.05.   10. Federal Fiscal Years 2027-2031 Transportation Improvement Program (“TIP”) Development:Staff will review, and Committee members will consider public comments on and may vote to endorse, the draft 2027-2031 Transportation Improvement Plan (TIP). The TIP summarizes the regionally significant transportation infrastructure projects receiving federal funding for construction over the next five years. 11. Federal Fiscal Years 2027 Unified Planning Work Program (“UPWP”) Development: Staffwill review, and Committee members will consider public comments on and may vote to endorse, the draft 2027 Unified Planning Work Program (UPWP). The UPWP summarizes all significant transportation planning activities planned for the fiscal year on Cape Cod. 12. Reports: MassDOT staff will discuss the status of the Transportation Improvement Program (TIP) projects. Cape Cod Regional Transit Authority staff will report on the status of current and future projects and initiatives to improve public transportation services on Cape Cod. Cape Cod Commission staff will report on administrative modifications to the TIP, upcoming public meetings, and available grants. 13.
