His tenure as a caretaker of Chief Minister was of 17 days. On 31 January 1961, the first Chief Minister of Bihar Shri Krishna Singh died. At that time, the Governor of Bihar was educationist Dr Zakir Hussain, who later became the President of the country. They had a strange crisis. For the first time in the country, a Chief Minister died while in office. There was no clarity in the constitution about the options that followed. In such a situation, Hussain decided to administer the oath of caretaker Chief Minister to Deep Narayan Singh, the senior-most minister of Shri Krishna cabinet.
