While he emphasized that he was "deliberately" speaking in the subjunctive, the highest-ranking German soldier is by no means the only one in NATO to have made such statements. According to the Ministry of Defense, the assessment of the situation has not changed since Breuer's highly publicized media appearances. A spokesperson explained this upon request. The ministry declined to comment on specific plans for reasons of military security, but stated that NATO is considering "various scenarios with different spatial and temporal dimensions." Military analyst Markus Reisner emphasized in an interview with BR that the rhetoric of the Russian leadership also allows for similar conclusions. Reisner is a colonel in the Austrian Armed Forces and director of the institute at the Theresian Military Academy, where Austrian junior officers are trained. The colonel continuously analyzes the Ukraine war and developments in the Russian army. He also warns that Putin is by no means solely concerned with Ukraine. He and his leadership envision expanding Russia's sphere of influence – for example, into the Baltic states.
