How Peer-Run Mobile Services in a Bureaucratic System of Care Shift Paradigms - with Steve Miccio

Steve Miccio CPRP, CEO of People USA presenting at the Alternative Mobile Services Association 2026 Virtual Conference People USA was born out of the human rights movement in the 70’s and 80’s when psychiatric centers were downsizing and closing. People were being discharged to the streets and the consumer movement started so that people’s rights could be protected. People USA was one of those advocacy organizations that chose to begin providing peer-run crisis services in the early 2000’s. The mission to develop peer-run mobile services was carried out with respect for our community members. People USA implemented mobile teams that are immediately responsive, compassionate, and effective in helping people get the care they need without the use of force or coercion. This workshop will address the values and practices needed to promote wellness, recovery, self-determination, and empowerment. What People USA was able to remove was coercion, paternal demands, threats, and overall trauma when engaging people in crisis. Some of the services that People USA has developed and implemented are: • Peer-run respite houses for 25 years • Peer-run Mobile teams, both forensic and community-based • Peer-run crisis centers • A full peer-run continuum of care, including but not limited to care coordination, employment, housing, wellness education, support groups and overall quality of life support for community members Steve Miccio is Chief Executive Officer of People USA. His journey with the organization started in 1999.
