Dr. Göksoy was born in Ankara, in 1966. He graduated from Gülhane Medical Faculty in 1988. After earning his Doctorate on Biophysics at Hacettepe University Medical Faculty in 1995, he returned to Gülhane Medical Faculty to establish the Department of Biophysics. He became an Associate Professor in 2000 and Full Professor in 2007. Currently, he is an academic staff of Gülhane Medical Faculty, Department of Biophysics. He is married, with a child. His research focuses mostly on neuroscience; investigation of brain functions hold a special place on his areas of interest. Hacettepe Üniversitesi Tıp Fakültesinde yaptığı Biyofizik Doktorasını 1995 yılında tamamladıktan sonra Gülhane Tıp Fakültesine dönerek Biyofizik Anabilim Dalının kuruculuğunu üstlendi. 2000 yılında doçent, 2007 yılında profesör oldu. Halen Gülhane Tıp Fakültesi Biyofizik Anabilim Dalı Öğretim üyesi olarak çalışmaya devam etmektedir. Evli ve bir çocuk babasıdır. Bilimsel çalışmalarını sinirbilim (neuroscience) alanında gerçekleştirmektedir ve bunlar arasında beynin çalışma prensiplerini incelemeye yönelik olanlar özel bir yer tutmaktadır. Beynin çalışması sırasında ortaya çıkan elektrik sinyallerinin kayıt edilmesi ile elde edilen verilerin, gelecekte beynin sırlarının çözülmesi sürecinde büyük kazanımlar sağlayacağı inancındadır.
