The head of state stated that the aviation industry is one of the key elements of Russia's technological, industrial, and scientific sovereignty. According to Vladimir Putin, despite sanctions pressure, Russian companies have managed to fully import-substitute a number of critical technologies, and in some areas, domestic developments already surpass foreign equivalents. The meeting focused on developing domestic aircraft manufacturing, increasing production of Russian aircraft, expanding passenger air travel, supporting the aviation industry, and introducing modern aircraft. The President emphasized the need to accelerate the production of new Russian aircraft, including the MS-21, SJ-100 (Superjet), and Il-114-300, and to provide Russian airlines with modern domestic technology. Special attention was paid to the development of aircraft engine manufacturing, engineering schools, import substitution, technological independence, and long-term orders for the aviation industry.
