The second day of the Rome negotiations between Lebanon and Israel began amidst an atmosphere described as cautiously positive, but without any real breakthrough on the core issues. The gap remains between the Lebanese demand for a complete Israeli withdrawal from the occupied territories in the south and the Israeli approach, which relies on a "pilot zone" model as a first step before any broader withdrawal. According to what has emerged from the meetings, the discussions are focused on the implementation mechanisms for the first phase of the security agreement. This includes the deployment of the Lebanese army and the method for verifying the security situation in the areas from which Israel might withdraw. It appears that Tel Aviv wants to test the effectiveness of these arrangements before moving to further phases. Lebanon, for its part, rejects the idea that the first step should be merely a withdrawal from non-occupied or limited-importance areas. It insists that any real progress must begin with territories currently under Israeli military control. This stance reflects the sensitivity of the issue domestically, especially given the political criticism leveled at any agreements that do not include a clear and direct withdrawal. In contrast, the American role stands out as a key factor in trying to bridge the gaps, as Washington seeks to transform the framework agreement from a political document into practical measures on the ground, allowing for progress before the Lebanese president's anticipated visit to Washington next week. Despite the declared positive atmosphere, the extreme secrecy surrounding the negotiations and the absence of press conferences or detailed statements make it premature to judge the results of the current round. All eyes remain on whether Rome will succeed in producing the first concrete executive step, or whether the disagreements will continue to outweigh the political understandings.
