This assertion was made by Ni Luh Djelantik during the Community Aspirations Collection (ASMAS) event themed "Fulfillment of Basic Citizens' Rights According to the 1945 Constitution of the Republic of Indonesia" with the subtheme "The Community's Right to a Good and Healthy Environment: Aspirations of Community-Based Waste Management Actors in Strengthening Waste Governance in Bali," at the Ngurah Rai University Hall, Denpasar, on Friday (June 19, 2026).
