According to the New Order government, the 30th September Movement (G30S) was masterminded by the Indonesian Communist Party (PKI). The central government automatically issued a call for a complete extermination of PKI members and sympathizers, down to the roots. This included targeting anyone deemed PKI throughout Java and Bali, and spreading to regions across Indonesia. One of the targets of this brutality was the city of Banyuwangi, known for its "Operation Black Crow" (Operation "Kagak Hitam"). The Black Crow was a force formed to eradicate PKI members and sympathizers in Banyuwangi, East Java. The Black Crow was not an armed force, but rather comprised of members from various organizations, including Nahdlatul Ulama (NU), the Indonesian Nationalist Party (PNI), and their respective affiliates, all based in Banyuwangi, East Java. Besides their efforts to eradicate the PKI in the Banyuwangi area of ​​East Java, the Black Crow became a force characterized by its all-black attire, from pants and shirts to headbands. In Operation Black Crow, they employed executioners or butchers who acted as executioners to eliminate members of the Indonesian Communist Party (PKI) or those labeled as PKI. The Black Crow Troop was formed, not without reason, out of anger among Nahdlatul Ulama (NU) members and village officials after 62 members of the NU Ansor and Banser (National Movement for the Prosecutor's Office) were killed by PKI members in Cemethuk Hamlet, Cluring District, Banyuwangi, East Java, on October 18, 1965, a few weeks after the 1965 G30S (G30S) incident.
