In phase 1 it's needed to slightly speed things up for a 922 finisher, this is important because the run is gated by Stellar Outburst cooldown. In phase 2 it's required because Luna does not have enough SP to function properly unless both 11th slashes are skipped. Skipping the slash saves 50 SP, so doing it twice saves 100 SP, which leaves her with 308 SP which is just barely over the 300 SP required for her final plunge.
