According to the expert, after the new requirements come into force, the number of transactions on the market may decrease by about 30 percent. Mortgage broker Merey Alimbayev: “Mortgage is not a very profitable product for second-tier banks,” he says. The funds provided are returned only in 10-15 years. And the higher the base rate, the lower the banks’ profits. Therefore, some financial institutions may temporarily suspend mortgages. If banks do not launch new products such as "New Mortgage", it is not surprising that mortgage issuance on the secondary market will even stop. Financial expert Rustem Toktarov does not agree with the opinion that secondary banks will stop issuing mortgages. He believes that the upcoming change is a means to cool down the market. Regardless of economic and social changes, financial institutions always adapt to the situation and adapt their products to the market. If we look at the statistics, this year the mortgage market has slowed down. For example, in January of this year, more than 8,300 mortgage loans were issued in Kazakhstan, which is 6.5 percent less than in January of last year. Banks are now very focused on profits. It is easier to get a mortgage only for people with a permanent job, official income and a down payment. And the population mostly relies on state programs. As for the price issue, it is difficult to make a precise forecast. On the one hand, if there are fewer buyers, the cost of apartments may decrease. On the other hand, state programs are likely to reheat the market and increase prices. According to experts, housing prices are currently stable: they are neither falling nor growing.
