Bob Congeal wanted to build a place that had everything under one roof but without paying taxes that plan was suspend. Original plans called for Worlds largest Marine Park, Reconstruction of Erie Canal (Called Canyon River), Glass Enclosed Indoor Park, Water Park and millions of Square feet of retail space and 20,000 hotel rooms, monorail!
