Differentiated autonomy means that a Region can request to independently manage certain matters, such as education or transportation. And why differentiated? Because each Region will decide which matters to manage, and they will almost certainly all be different from each other. In fact, the Regions will be able to choose which matters to manage autonomously, up to a maximum of 23 matters, including education, energy, the environment, transportation, culture, healthcare, and so on.
