In the turbulent waters off of Japan's southwestern coast along the exclusive economic zone (EEZ) between Japan and South Korea, a terrible crisis is brewing. With a powerful typhoon fast approaching, a drilling ship has collided into a colossal natural gas and fueling facility called the "Regalia," sending plumes of fire and smoke into the sky. Because the 1.5 billion-dollar Regalia, jointly owned and operated by Japan and South Korea with technical support from Russia, is a vital asset to the national security of these countries, both Japan and Korea have sent in Coast Guard personnel to clean up the mess. From Japan, members include frogman Daisuke Senzaki (Hideaki Ito) of the 10th Regional Coast Guard Headquarters, his diving partner, "buddy", Tetsuya Yoshioka (Ryuta Sato), and the Regalia's chief designer, Koichiro Sakuragi (Masaya Kato). Along with 300 staff and crew of the Regalia, the facility houses an enormous reservoir of combustible natural gas. One mishap could set off a large-scale disaster. As the divers rush to evacuate Regalia personnel, Sakuragi attempts to minimize the damage and keep the fire from spreading. That is until an unexpected explosion rocks the place.
