A Mostransavto bus driver unsuccessfully attempted to refuse to proceed after two passengers legally entered through the second door. Entry through the second door without turnstiles is permitted under paragraph 2.3 of Moscow Region Ministry of Transport Order No. 365. Fare payment must be made with all the passengers' comfort, without the need to scurry back and forth between the doors (a conductor or validator is available at each door). The lack of a validator is the carrier's fault: Moscow Region Government Resolution No. 727/36 of September 10, 2014, paragraph 11.5.
