Faulty Gliderol Garage Door Opener / Controller | Can I Fix It?

A subscriber asked if I could take a look at his faulty Gliderol garage door controller. The unit appears completely dead and shows no signs of life. He did replace an IC on the board but unfortunately this didn't fix it? Can I find the problem and repair it? I'm not an expert, but I do enjoy trying to fix things.
