Where Are All The Redfish?

This year, fishing the Chesapeake Bay area for puppy drum has been difficult. In years past the fish were already here, and anglers could catch their fair share in a short time. This year however, the smaller fish in the slot size range have been notoriously absent, and I offer a possible explanation to why.
