Research by Indonesia Corruption Watch (ICW) has found that several foundations operating under the Free Nutritional Meals (MBG) program are suspected of being affiliated with certain parties. ICW conducted the study by sampling 220 Nutrition Fulfillment Service Unit (SPPG) foundations. The results indicated that 102 foundations were affiliated with political parties, law enforcement officials, the National Nutrition Agency (BGN), and government agencies, both central and regional. Seira stated that these findings demonstrate the strong influence of patronage within the MBG program. Patronage itself can be defined as the appointment of public positions that tends to be driven by political motives rather than competence. Furthermore, Seira stated that these findings also indicate that the MBG program is prone to conflicts of interest, increasing the vulnerability to corruption. Based on these findings, Seira stated that she was not surprised by the arrest of former BGN Chairman Dadan Hindayana and his two deputies, Sony Sonjaya and Lodewyk Pusung, as suspects in the alleged corruption management case of the MBG. According to her, even before the alleged markup case came to light, the procurement of a number of BGN goods had already appeared suspicious from the start. Responding to the new BGN Chairperson, Nanik S. Deyang, regarding the reform of the BGN and the MBG program, Seira expressed pessimism. She believes promises of MBG budget cuts and a moratorium on SPPGs will not resolve the problem.
