Harry’s spokesperson has issued a statement and said that risk follows a person and not a place

The statement issued by Harry's spokesperson is one of the most precisely worded and legally significant communications the Sussex team has produced and every sentence deserves to be examined carefully. The statement opens by establishing something the coverage has consistently obscured. Harry's programme includes both public and private engagements across the country. This is not a visit confined to royal residences. It is a visit that moves between Chatham House in London, the Royal Hospital Chelsea, Birmingham Children's Hospital, the National Exhibition Centre, Maxstoke Castle in Warwickshire, and whatever private accommodation the family uses between those locations. The security question applies to all of those movements. Not just the moments when the family is on a royal estate. The second sentence contains the argument that demolishes the accommodation framing entirely. Safe accommodation is only one element of an effective protective security plan because risk follows the person not the place. Risk follows the person not the place. This is the sentence that exposes the inadequacy of what has been offered. The palace offered accommodation on a royal estate. That accommodation comes with existing security arrangements. But Harry and his family are not planning to stay on a royal estate for five days without moving. They are planning to travel between London and Birmingham. They are planning to attend public events. They are planning to visit charities. Every journey between those locations, every moment outside a royal residence, is a moment when the risk that follows them as people rather than as occupants of a specific building is unmitigated by private security alone. We have documented this concretely. Three incidents in less than twelve months involving a fixated person getting within feet of Harry. A stalker in the public gallery of the High Court on two separate occasions in January 2026. Private security present and unable to intervene because they had no legal authority in a public space. The risk did not disappear when Harry left the courtroom. It followed him. The third and most significant paragraph names the specific procedural failure at the heart of this situation. The independent Risk Management Board that RAVEC itself decided was necessary last November has still not taken place. This is extraordinary. RAVEC, the committee responsible for Harry's security assessment, decided in November 2025 that an independent Risk Management Board review was necessary. That review has not happened. The family was told in early 2026 that it would take place in March. On Friday June twenty seventh, the day the Sussex itinerary was confirmed to international media, they were told the review had been paused and would not be taking place before the visit. RAVEC decided the review was necessary. RAVEC did not conduct it. RAVEC then made a security determination about the visit without the independent assessment it had itself identified as essential. The statement says it is therefore difficult to understand how the proportionality of the current arrangements can credibly be maintained without that independent assessment. Difficult to understand. This is careful legal and diplomatic language for what is, plainly stated, an indefensible position. You cannot credibly claim that your security assessment is proportionate when the independent review you deemed necessary to make that assessment has not occurred. The government spokesperson has said the system is rigorous and proportionate. Harry's statement has just documented, with specific dates and specific procedural facts, why that claim cannot be sustained. The review RAVEC decided was necessary in November has not happened. The determination was made without it. The protection offered covers only the moments when the family is on royal property. The risk, as the statement correctly identifies, does not recognise property boundaries. The Duke continues to explore every available option to enable the visit to proceed safely and to give his children the opportunity to enjoy the United Kingdom. That sentence is the whole story of this week. A father exploring every available option. Not because of a cunning plan or a status grab or emotional blackmail or a desperate bid for royal stardust. Because he wants his children to enjoy the country of their birth and because the system that should enable that has failed to conduct the review it decided was necessary seven months ago. The statement is on the record. The dates are on the record. The procedural failure is on the record. And risk follows the person not the place. That sentence is the one the Home Office needs to answer.
