The Rockman manga series began in Japan in 1992, published by Kodansha and written by Shigeto Ikehara. The books covered both the GameBoy and Family Computer series of games. While they were distinct and separate, the series began with Rockman 4 in 1992. Only after that were the first 3 games given a manga treatment. So the books were not written in order, nor when all of the games were new. The book covering the first game was very close to the story of the game, as was the second, though some liberties were taken. By this point all of the 8-bit games had a manga retelling, except for 3. In July 1994, the book Yomigaeru Blues was published in Japan. The story was compiled from weekly strips the were published months before. The book tries to create a new and different story that would be more interesting than just following the script of the game, which by then was 4 years old. The book was written with the audience having knowledge of the complete series of games, as well as books that came after the setting of Rockman 3. As a result, some things in the book are left very ambiguous. There is no origin story for Rush, nor is Mega Man told that he and Proto Man were both built by Dr. Light. Dr. Cossack knew Dr. Light before the events of Mega Man 4 and are friends or at least colleagues. Some of Dr. Cossack's robots appear in the story, which makes sense because these are the robots he used when he turned evil in the next game. So if you read this book at the end of the series, it works almost like a "gaiden," though it shares many elements of Mega Man 3 and does feature each of the robot masters, even if some of them are just in the background. Long story short, there is no book called "Rockman 3" but this is as close as you'll get.
