Can You Max Out Survivor Rank In Dying Light Before The First Assignment?

Max survivor rank on 0% story, is it possible? My very first Dying Light video was about how to level up your survivor rank, however when I watched it again recently I found it quite embarrassing and decided that it was time to make an updated and more in depth version. But this time I wondered just how early in the story it was possible to max out the survivor rank skill tree and therefore unlock legend levels? Can you even max it out before the first assignment and essentially achieve legend level on 0% story? Well that was what I intended to discover so I started a brand new save and started Dying Light again from the beginning to see what happened!
