Priests (Ordination of Women) Measure House of Lords Debate (2nd November 1993)
The House of Lords debates the Priests (Ordination of Women) Measure and the Ordination Of Women (Financial Provisions) Measure on 2nd November 1993. Footage courtesy the Parliamentary Recording Unit. I have increased the volume a bit. Follow along in Hansard: https://api.parliament.uk /historic-hansard/lords/1993/nov/02/priests-ordination-of-women-measure This is probably one of the most contentious Measures passed during the video recording period. See the earlier debate on female Deacons: • Deacons (Ordination of Women) Measure Hous... which seemed not to attract this level of controversy, presumably because of the ancient practice of Deaconesses in the early Church. Church Measures have the force of an Act of Parliament, and originate in Synod first, which Parliament delegated power to under the Church of England Assembly (Powers) Act 1919. Draft Measures are considered by the Ecclesiastical Committee, which is a Joint Committee (MPs and Peers are members). After this, they must be laid before both Houses to pass. The debate here is on the amendment of Lord Holderness, which is 'to leave out all the words after ("House") and insert "declines to give approval to the Priests (Ordination of Women) Measure in advance of the General Synod's decision on the proposed Act of Synod and in the absence of any undertaking that a complementary measure will subsequently be introduced to safeguard the interests of those who hold traditional beliefs, recognising the historic duty of Parliament to protect the rights of conscience of every citizen and its special obligation to safeguard the historic formularies and doctrinal heritage of the Church of England.". *s indicate membership of the Ecclesiastical Committee. 00:00 Start of Recording PRIESTS (ORDINATION OF WOMEN) MEASURE 00:03 Clerk 00:09 Lord High Chancellor of Great Britain (Lord Mackay of Clashfern, HM Government, Conservative) 00:37 Lord Archbishop of Canterbury (George Carey) 21:14 Lord Holderness (Conservative) 33:57 Baroness Nicol (Deputy Speaker, Labour)* 41:23 Baroness Seear (Deputy Leader, Liberal Democrats)* 49:34 Lord Bishop of London (David Hope) 59:22 Lord Runcie (Crossbench), a former Lord Archbishop of Canterbury 1:12:55 1st Viscount Whitelaw (Conservative) 1:20:03 Baroness Lockwood (Labour) 1:28:05 17th Earl of Lauderdale (Conservative) 1:38:47 Lord Bishop of Guildford (Michael Adie) 1:46:38 17th Earl of Lauderdale (Conservative) 1:46:48 Lord Bishop of Guildford (Michael Adie) 1:49:46 Baroness Platt of Writhe (Conservative) 1:52:39 Lord Soper (Labour) a Methodist Minister 2:01:41 2nd Viscount Caldecote (Conservative) 2:03:46 Lord Templeman (Chair of the Ecclesiastical Committee, Lord of Appeal in Ordinary, Crossbench)* 2:13:50 Lord Bishop of Sheffield (David Lunn) 2:23:39 Baroness Denton of Wakefield (Conservative) 2:31:00 Lord Glenamara (Labour) 2:39:40 7th Lord Sudeley (Conservative) 2:48:58 Lord Charteris of Amisfield (Crossbench) 2:54:42 7th Earl of Clanwilliam (5th Lord Clanwilliam) (Conservative) 3:00:51 Lord Bishop of Ripon (Malcolm Menin) 3:01:09 7th Earl of Clanwilliam (5th Lord Clanwilliam) (Conservative) 3:01:13 Lord Bishop of Ripon (Malcolm Menin) 3:10:25 Baroness Hilton of Eggardon (Labour) 3:16:11 4th Lord Ashbourne (Conservative) 3:19:21 Baroness O'Cathain (Conservative) 3:29:00 Baroness David (Labour) 3:31:41 7th Earl of Onslow (Conservative) 3:36:05 Lord Bishop of Chichester (Eric Kemp) 3:32:45 Lord Howell (Labour) 3:53:14 2nd Lord Teviot (Conservative)* 3:55:25 21st Lady Saltoun of Abernethy (Crossbench)* 4:03:12 7th Earl of Longford (6th Lord Silchester, 1st Lord Pakenham) 4:11:34 Lord Bishop of Southwark (Roy Williamson) 4:13:49 7th Earl of Clanwilliam (5th Lord Clanwilliam) (Conservative) 4:14:07 Lord Bishop of Southwark (Roy Williamson) 4:23:41 Baroness McFarlane of Llandaff (Crossbench) 4:32:13 2nd Lord Elton (Conservative) 4:38:51 Lord Ennals (Labour)* 4:44:26 2nd Lord Robertson of Oakridge (Crossbench) 4:44:38 Lord Ennals (Labour)* 4:47:52 Lord Marlesford (Conservative) 4:53:22 Lord Beaumont of Whitley (Liberal Democrat) a priest 4:58:53 Lord Sefton of Garston (Labour) 5:03:47 Lord Archbishop of York (John Habgood) 5:22:23 Lord Holderness (Conservative) 5:24:03 Deputy Speaker (Lord Boston of Faversham) Putting the question on the Amendment 5:24:39 DIVISION 5:27:47 Deputy Speaker (Lord Boston of Faversham) (first repeat) 5:30:55 Deputy Speaker (Lord Boston of Faversham) (second repeat) 5:33:35 Tellers at the Table 5:33:57 Deputy Speaker (Lord Boston of Faversham) Vote announced 5:34:05 Deputy Speaker (Lord Boston of Faversham) Putting the question on the Measure ORDINATION OF WOMEN (FINANCIAL PROVISIONS) MEASURE 5:34:22 Clerk 5:34:32 Lord Archbishop of Canterbury 5:34:34 Deputy Speaker (Lord Boston of Faversham) Putting the question on the Measure 5:34:45 Adjournment moved (by Lord Mackay of Ardbrecknish?)
