Congressman Gibrán Ramírez Reyes, of the Citizens' Movement party, asserted that there was a conspiracy within the Sinaloa state government to cover up the murder of Héctor Melesio Cuén Ojeda. During the interview, he directly implicated Governor Rubén Rocha Moya and Senator Enrique Inzunza Cázarez in the alleged cover-up that sought to portray the crime as a robbery at a gas station. Ramírez recalled that weeks before his murder, Cuén publicly denounced the withdrawal of his National Guard protection and held the state government responsible for anything that might happen to him. He also criticized Rocha Moya for never fully proving that he was out of the country on the day of the meeting where Ismael "El Mayo" Zambada was allegedly present. Furthermore, the legislator affirmed that Enrique Inzunza had established political and judicial control in Sinaloa during previous administrations and stated that they would continue to pursue the removal from office and impeachment proceedings against officials implicated in the case.
