Remove Pajero seats NP 2004 - 2nd and 3rd Row plus how to flip 2nd row seats

There's no way I'm carrying around the additional weight of 2nd and 3rd row seats in my Pajero when I never carry passengers. I don't know why NSW don't make their laws more environmentally friendly and allow removal of unwanted seats, without having to register as such. I don't know what the fuel saving is, but it's worth having. The law sucks sometimes! Obviously don't carry passengers in the rear when the seats are removed, but do we need to be told that?
