The membrane potential is -90 mV when the cell is at rest, but when a stimulus is present, this cell is altered and its membrane potential changes to an action potential. What is the membrane potential? When the cell is at rest, cells have a membrane potential because the cell is in an electrochemical equilibrium of the electrolytes present in the intracellular and extracellular environments.
