At the Neutral World, even monsters must lower their hands. The Arbiters are the faceless enforcers of the Still Compact, beings of black stone, white fire, gravity-shadow, and consequence. They do not bring peace, mercy, or victory. They make war remember its limits. (Verse 1) Beneath the Black Witness where the silent laws ignite, The Arbiters awaken out of folded shadow-light. They wear black metal stillness over white and burning stone, And make the warring empires kneel before a lawless throne. (Verse 2) They stand upon the Neutral World where ancient hatreds meet, Where six great warring powers take their rightful seat. They do not weigh the virtue of a prayer, a crown, or name, They measure only breach and deed, then answer it with flame. (Chorus) The Arbiters are rising where the hands of war must fall, They bind the proud to silence when the Compact judges all. No oath can buy exemption and no blood can claim the ground, For verdict is consequence and consequence is bound. (Verse 3) They wake when hidden weapons cross the sacred Compact line, When ritual engines tremble at the threshold warning sign. They freeze the hand, the spell, the blade, the will, the field, And leave the guilty breathing in the silence they have sealed. (Verse 4) The six great powers gather where their hatred learns to crawl, Yet every throne grows smaller when the Still Compact calls. No doctrine wins dominion, no sacred wrath may claim, The right to turn the Neutral World to battlefield and flame.
