The new system being introduced at Terminal 1 is a fee system for drop-off and pick-up lanes. Currently, the arrival area on the first floor is closed for construction in preparation for the fee system. The departure area on the fourth floor remains free for stops of up to five minutes. Visiting the departure area, which is not yet under construction, we observed numerous illegally parked vehicles stopped for extended periods. Kansai Airports is urging passengers to use the parking lots for drop-offs and pick-ups, but illegal parking persists, sometimes blocking multiple lanes. We spoke to some drivers… Male passenger: "I thought it might be a bit against the rules to pick someone up on the departure floor and park the car there, but I couldn't go over there (to the first floor)." Female passenger: Q. Don't you use the parking lot? "It's far, inconvenient. It would be fine if I didn't have luggage. Everyone has big luggage, and it's very inconvenient and I feel sorry for them." Regarding the pick-up/drop-off area at Kansai Airport, there have been "serious problems" like this in the past. Report by Chihiro Zoku: "This is the general vehicle lane at Kansai Airport, and there's a long line of cars that appear to be unlicensed taxis." This is the so-called "unlicensed taxi" activity, where cars are transported for money without permission. Long-term parking by unlicensed taxis is also a serious problem at Kansai Airport, and the Osaka Prefectural Police and others conduct regular crackdowns. While the number of unlicensed taxis has decreased, they haven't been completely eliminated. Illegal parking and unlicensed taxi activities have been rampant in the pick-up/drop-off lanes. Will the problem of car congestion improve with the introduction of fees? Seiji Matsushita, General Manager of Real Estate at Kansai Airports: "We expect that the installation of gates will further enhance safety, provide greater peace of mind, and allow customers to use the facilities more smoothly." The fee is free for the first 10 minutes, but beyond that, a charge of 300 yen will be applied for every 5 minutes, calculated from the entry time.
