Great Bay Boulevard is a narrow two-lane road originally intended to be part of a longer causeway connecting Tuckerton and Little Egg Harbor to Brigantine and Atlantic City. The road begins at US Route 9 in Tuckerton, Little Egg Harbor Township, and ends at a dead end near the Rutgers University Marine Station at the mouth of the Mullica River. The alignment of Great Bay Boulevard was designated as New Jersey state highway 'S4A' under the original numbering convention of the 1920s, but was never completed south to Brigantine due to a variety of factors. Despite the state taking over the plans to complete the highway in the 1930s, the project never saw the light of day and Great Bay Boulevard was removed from the state highway system by 1941.
