According to YouTuber AdeventureHunter the inner gasket is indeed directional. When I put it together, it seemed pretty obvious as to which way it went, sorry I wasn't more informative on that during the video. and the BMW recommends using gasket adhesive to glue the valve cover gasket to the cylinder head and then put the valve cover on. I found it much easier to put the valve gasket inside the cover and then put the head on.
