For most people the public broadcasting networks are huge, sluggish beasts. They gobble up money, are apparently controlled by the state and are really old-fashioned. The viewers are on average over sixty-years old - twenty years older than the average population. Younger audiences don't seem to be interested in the networks programming anymore.
