Speakers: • Eric Belfayol, Head of the Interministerial Anti-Fraud Coordination Mission at the Ministry of the Economy, Finance, and Industrial and Digital Sovereignty • Thomas Desmoulins, Director of the Prevention, Controls, and Fraud Prevention Department at the Cnaf (National Family Allowance Fund) • Dominique Libault, Director General of EN3S (National School of Social Security), President of the High Council for the Financing of Social Protection • Magali Mangin, Accounting and Finance Director at CCMSA (Central Mutual Fund for Agricultural Social Security) Moderated by Julien Damon, Sociologist, Associate Professor at Sciences Po, Scientific Advisor for EN3S Summary of the presentation: 💬 Leading experts shared their analyses and proposals for tackling fraud in our social protection system: • Dominique Libault (EN3S, HCFiPS) highlighted that social welfare fraud is estimated at €13 billion per year. He emphasized the importance of fraud assessment to identify the real issues and implement effective measures. Beyond the financial aspect, the challenge is also to preserve the French public's trust in the social protection system. • Eric Belfayol (Ministry of Economy and Finance) discussed systemic and organized fraud, which is difficult to control, such as identity theft. He stressed the need to centralize information to develop appropriate action strategies. Suspending benefits in cases of fraud is one of the first responses to implement to be effective. • Thomas Desmoulins (National Family Allowance Fund - Cnaf) noted that traditional frauds, such as failing to report changes in circumstances, continue to exist, but the real new cause of fraud is data. Digital technology is becoming an accelerator of fraud, particularly with identity theft (on average up to 30 cases per day). However, data also represents a solution: the Family Allowance Fund (CAF) will begin testing a solidarity-based system this fall, using pre-filled declarations to prevent errors and fraud. • Magali Mangin (MSA - Agricultural Social Security) indicated that the same observations apply to the agricultural social security system. Collaboration between branches of the social security system could be strengthened through data sharing, enabling the development of joint action plans and a more effective fight against fraud. 💡 In conclusion, Dominique Libault highlighted the challenges related to international fraud and emphasized the legal issues that sometimes hinder collaboration between supplemental health insurance providers and social security organizations.
