The proposed plea and sentence agreement involving Vusimuzi “Cat” Matlala has been rejected by the Pretoria Specialised Commercial Crimes Court. The National Prosecuting Authority and Matlala had negotiated an effective eight-year prison sentence in connection with fraud, corruption and money laundering charges linked to the R228 million SAPS Medicare24 tender. But the magistrate found that the proposed sentence was too lenient and did not reflect the seriousness of the admitted offences. The court has now proposed an effective 12-year prison sentence instead. However, Cat Matlala has NOT yet been convicted or sentenced under this proposal. Both the NPA and Matlala’s legal team must first decide whether they accept the court’s revised sentence. If both parties agree, Matlala can be formally convicted and sentenced. If either side rejects the proposal, the plea agreement falls away and the matter could proceed to a full criminal trial.
