In March 2000, Coca-Cola's Indian subsidiary, HCCBPL, opened a bottling plant in Plachimada, Palakkad, near the Western Ghats biodiversity hotspot. Plachimada had abundant groundwater, and its demography was primarily subsistence farmers and tribal agricultural labourers. Within six months, residents faced severe water scarcity. The plant extracted 1.5 to 5 million litres of groundwater daily. Realizing this caused the crisis, the community launched an agitation. It began when N. Narendranathan, a teacher at Vandiperiyar school, noticed Plachimada students arriving late due to domestic water scarcity. His investigation led to the plant. In the Palakkad rain-shadow region, massive extraction caused the water table to drop significantly. Wells within a three-kilometre radius dried up, and water turned milky white, foul-tasting, and unfit for consumption. Crop yields also declined. Narendranathan reported this distress at a National Green Corps workshop. In early 2002, an ecological study by Dr. Satish Chandran confirmed the contamination. Reports from Sargam Metals Laboratories (March 2002) and the government's Primary Health Centre (May 2003) confirmed the water was unfit for human use or irrigation. Further damage occurred when sludge waste, containing high levels of cadmium and lead according to the University of Exeter, was distributed to farmers misrepresented as fertilizer. Meanwhile, a token protest began under local activist Vilayodi Venugopal. On March 20, 2002, complaints were sent to authorities, including the District Collector and Chief Minister. On Earth Day, April 22, 2002, the Adivasi Samrakshana Samiti, environmentalists, and human rights groups started a permanent sit-in at the factory entrance, demanding its closure and pollution compensation. The agitation was inaugurated by adivasi leader C. K. Janu. In May 2002, the Coca-Cola Virudha Jankeeya Samiti formed to broaden participation, becoming the main force behind the struggle. Initially, only the Malayalam daily 'Madhyamam' reported on it. On April 7, 2003, the Perumatti Panchayat refused to renew the plant's license due to groundwater over-extraction, sparking legal battles. The factory continued operating, prompting a blockade by the Samiti. Protesters, including many women and children, laid on the ground resisting police, vowing to continue until closure. The protest's first anniversary was inaugurated by environmentalist Dr. Vandana Shiva. A state-wide campaign march (Samara Sandesha Yatra) and local support committees raised awareness and funds. Leaders like Veloor Swaminathan, K. Mariyappan, Mayilamma, and Murukan travelled across Kerala. On August 23, 2003, a counter-protest by a company-backed labour union (Thozhilali Samrakshana Samiti) demanded job security. The campaign gained international attention, culminating in an international water conference in Plachimada (January 21–23, 2004) that declared water a fundamental right. Sustained protests forced the plant to cease operations in March 2004. Despite a 2005 Kerala High Court order allowing limited water use, the Panchayat rejected the license renewal. The plant only briefly resumed operations in August 2005. In 2009, a government-appointed High-Power Committee estimated damages at Rs. 216.26 crore. To facilitate compensation, the Kerala Assembly passed a Special Tribunal Bill in 2011, but the President of India withheld assent in 2015. In June 2024, the government took over 35 acres of the plant for a medical centre, sparking renewed Samiti protests demanding compensation before any takeover. Although permanently closed, the villagers continue struggling for the recommended compensation. The Plachimada struggle raises issues of environmental problems, social justice, corporate accountability, and law. Led mostly by the tribal community and women, it stands as a significant example of grassroots resistance when mainstream media and political parties looked away.
