Ukraine was simultaneously developing Project Freya, its own locally manufactured, European-funded anti-missile system, cheaper than the Patriot and requiring no permission from Washington to use it. Trump couldn't allow Ukraine to become technologically independent, so he opted to grant them the license before losing that leverage.
