Water-based paints (weak coating and color development) are fine, but the lacquer paints we use most often are oil-based. If you put yourself in lacquer's shoes, you'll understand: water is an impurity, something it hates. It'd be upset if it was sprayed in air full of things it hates, right? In the same way, air with a high water content can have a negative effect on paint (weakening the coating and color development). Also, high humidity can make paint take longer to dry, but there's nothing you can do about that. Just blow on it.
