Can We Promote To Legends 1?

I know the Electro Fangs is pretty good right now but I only have it unlocked on my main account, decided not to waste the free book of buidling we got from the supercell store. It's good for sure, if you want to see a video on it from me I can do that but I don't think it's necessary.
