The analyst also emphasized that the Kremlin is currently facing a situation where a very significant portion of Russians regularly use circumvention tools. "Even traffic estimates for blocked apps tracked by Mediascope, a Kremlin-approved media monitor, show that YouTube, WhatsApp, and Telegram haven't been reduced to zero. The longer the blocking lasts, the fewer users these social platforms have, but millions of people still use the blocked services at least once a month," Komin said. He expressed conviction that Putin's inability to block independent voices will likely lead the Kremlin, after the election cycle pauses, to increase pressure on the 30-40% of Russians who regularly use VPNs. This is expected to occur through tougher measures, including fines for users of blocked protocols and incentives such as the recently announced "government VPN" for IT professionals.
