A decade after the Brexit vote, taking back control of our borders remains the defining issue of British politics. The small boats are only the starkest symbol of the inability – perhaps unwillingness – of the state to decide who can and cannot enter. In the process, it has generated a debate about national identity – about what it means to belong; about citizenship, demography and ethnicity – that would have been unthinkable a decade or two ago.
