La qualité de l’eau potable : quels défis à relever pour les territoires ?
Water resources, whether groundwater or surface water, are currently under significant pressure from multiple forms of pollution (industrial, agricultural, domestic – nitrates, pesticides, micropollutants) that degrade their quality and compromise their uses. From the mountains to the coast, including cities and agricultural plains, the entire country, in all its diversity, faces a common challenge: preserving the quality of drinking water. To address these challenges, the Banque des Territoires' Aquagir Program offered a series of three conferences designed to provide a concrete understanding of the challenges and resources at the municipal level, to inspire and gain perspective on shared issues (1), and then to explore solutions from both a preventative (2) and remedial (3) standpoint. This first conference addressed the following topics: the definition and challenges of drinking water quality; the origin and causes of water pollution; Water governance at the local level and the mayor's responsibilities regarding these issues; Actions and resources to improve drinking water quality. 00:00:07 - 00:03:38 The event began with an introduction by Pavlina Novotny, Project Manager of the Hub des Territoires (Territorial Hub). 00:03:40 - 00:16:35 During the "The Hub Deciphers" session, Gil Vauquelin, Director of Ecological Transition at the Banque des Territoires (Bank of Territories), offered a systemic analysis of water-related issues. Interviewed by Pavlina Novotny, Project Manager of the Hub des Territoires, he shared his analysis of how elected officials can integrate water-related issues into their local policies. 00:16:37 - 00:42:13 The session "Drinking Water Quality: Regulations, Human Health, and Ecosystems" established the legal and scientific framework for drinking water quality in France. Representatives from various ministries presented the applicable standards, the risks associated with pollutants for human health and ecosystems, and the main challenges facing local communities. Speakers: Mathilde Merlo, Head of the Water Quality Office at the Ministry of Health; François Meyer, Deputy Director, EAURE, DEB. 00:42:15 - 01:42:18 Finally, the session "Taking Action Locally: What Levers for Elected Officials to Address Water Quality Challenges?" allowed the FNCCR (National Federation of Local Public Services) and a local authority to share their experiences in order to illustrate the management of regulatory issues at the local level. Speakers: Regis Taisne, Head of the Water Cycle Department at the FNCCR; Héléna Madorra, Vice-President of VENDEE EAU. This event was part of the elected officials' program.
