Several KBLUs are suspected of misappropriating payments from Indonesian Hajj pilgrims. The Indonesian Director General of Hajj and Umrah Management, Harun Al Rasyid, said the government has so far prioritized a persuasive and mediative approach before taking law enforcement action. "We have two approaches: a persuasive or mediative approach and a repressive approach. When we discover irregularities in the field from the KBLU, we first mediate and ask them to withdraw the pilgrim funds that have been entrusted to allegedly irresponsible parties," said Harun Al Rasyid at the Airport Regional Working Office (Daker) on Thursday (June 11, 2026). According to Harun, most of the KBLUs found to be problematic have followed government directives by withdrawing the funds and redirecting them through official channels established by the Saudi Arabian government. He explained that dam payments made in Saudi Arabia must be made through the official institution Adahi, in accordance with Saudi Arabian government regulations and Circular Letter No. 30 of 2026 from the Director General of Hajj and Umrah Organization. "If pilgrims choose to pay the dam in Saudi Arabia, they must go through Adahi. Once the funds are successfully withdrawn and paid through official mechanisms, we consider the issue resolved," he said. However, Harun revealed that one KBLU (Islamic boarding school) is still refusing to revoke funds disbursed to parties who violated regulations. "According to our records, if I'm not mistaken, there is only one KBLU that has refused to revoke the funds," he said. For KBLUs that continue to fail to comply with regulations, the Indonesian Ministry of Hajj is preparing administrative sanctions, including revocation of operational permits. "In addition to warnings, we will consider revoking the KBLU's permit. This will also serve as a lesson for others not to manipulate pilgrim funds," Harun emphasized. He added that the government suspects criminal elements in the case, including possible fraud and embezzlement of pilgrim funds. Therefore, the Indonesian Ministry of Hajj will coordinate with law enforcement officials to determine the next steps. "We suspect there are elements of fraud and embezzlement. Therefore, we will discuss this with the police. We have also established cooperation through a joint decree between the Ministry of Hajj, Immigration, and the police," he said. Harun emphasized that the final decision regarding action against the KBLU will take into account the results of coordination with the police and the direction of the Indonesian Minister of Hajj and Umrah and the Deputy Minister of Hajj and Umrah. "We will assess whether this violation can still be tolerated or whether further legal action is necessary.
