Coupled with climate change, short-duration heavy rainfall is becoming increasingly frequent, often exceeding the protection standards of drainage systems and causing severe flooding. Faced with new types of climate challenges, flood control thinking must also change. In recent years, the Water Resources Agency, referencing the Dutch practice of returning land to rivers and retaining floodwaters locally, has collaborated with farmers in Meinong, Kaohsiung, to promote a three-crop-a-year system: rice, paddy fields, and radishes. Through an incentive mechanism, farmers are encouraged to use their farmland as temporary flood storage ponds during the heavy rain season from May to September each year, reducing the load on rivers. Faced with increasingly frequent extreme rainfall, any water conservancy project has its limitations; only by enhancing flood resilience can we coexist with extreme climates. [Sponge Cities] A 2021 report by the UN Intergovernmental Panel on Climate Change (IPCC) indicated that climate change caused by human activity will lead to an increase in the frequency and intensity of global droughts and extreme rainfall. To address the threat of urban flooding, many developed countries are actively promoting sponge cities, using urban planning to enhance the flood resistance of cities. For example, at Luojin Elementary School in Lukang, Changhua, due to its low-lying location, the county government built a parking lot/flood retention pond under the school playground to improve the frequent flooding problems of the school and the nearby Lukang Old Street. When the Central Weather Bureau issues typhoon or heavy rain warnings, parking lots must be emptied and flood storage mechanisms activated. Most of Taiwan's urban drainage systems are designed to withstand rainfall of only 50 to 70 millimeters per hour, making them inadequate for extreme weather conditions. How to effectively utilize available space to share the burden of flood storage has become a crucial issue in current urban flood control. [A Hundred Billion Dollar Water War] This year, the Executive Yuan approved a four-year, 100 billion NTD systematic flood control plan, a record high. The government has invested heavily over the years, from 116 billion NTD over eight years during the Chen Shui-bian administration, to 66 billion NTD over six years during the Ma Ying-jeou administration, and then to the 100.4 billion NTD Forward-Looking Infrastructure Development Program for Water and Security during the Tsai administration, totaling over 200 billion NTD. However, the overall flood control rate in counties and cities has only increased from 19% to 45%, with many areas still flooding during heavy rains. What exactly is wrong with the current flood control planning and budget allocation? [Living in Harmony with Water] Due to long-term groundwater extraction, the southwestern coast of Taiwan has experienced severe land subsidence, leaving many villages below sea level and reliant on seawalls for protection. Monitoring data shows that an area of 262.5 square kilometers across Taiwan experiences an annual land subsidence rate exceeding 3 centimeters, with Yunlin accounting for 86% of this. Yunlin's coastal aquaculture industry is highly developed, facing the double challenge of land subsidence and heavy rainfall. To promote industrial transformation, NGOs have long been assisting fishermen in pure marine aquaculture in Chenglong Village, Kouhu District, Yunlin, and have built stilt houses as model residences, showcasing flood-resistant architectural designs. As extreme weather becomes the norm, engineering-based flood control is no longer sufficient.
