In the Fabric Admin Portal (ii), make sure the setting "Users can use a preview of Copilot and other features powered by Azure OpenAI" is turned ON. 3. If your geographic region is located outside of the US or EU, make sure the "Data sent to Azure OpenAI can be processed outside your capacity's geographic region, compliance boundary, or national cloud instance" setting is turned ON. 4. In the Fabric Admin Portal (ii), create a workspace in the Fabric capacity you created in Step #1 and assign access to that workspace. 5.
