I think it's great that you can challenge it right after moving from Normal to Hard mode, but I think this is just a thoughtful gesture on the part of the developers. It would be difficult to start over from Directory 1 and fill up the achievements for clearing Hard mode, so I guess they wanted to give you a quick way to level up.
