Elga Profili, a woman from Spoleto, was stalked for seven months by a man who refused to accept her refusal. The man, a senior public administration official, began harassing Elga with obsessive phone calls, text messages, and emails. He then began threatening her, telling her that if she didn't agree to be with him, he would harm her. Despite Elga's complaints, the man was not arrested. She was given a restraining order, which she repeatedly violated. He was also placed on an electronic bracelet, but this was not enough to stop him. In October, the man was arrested, but was released by the Court of Appeal. Last week, the prosecutor again requested house arrest for the man, but the investigating judge limited himself to ordering him to report to the judicial police. Elga's case is an example of how Italian law is not always effective in protecting victims of stalking.
