Hull C unable to contact ATC for docking or cargo loading 4.8

While operating the Hull C during cargo hauling missions, ATC services fail to respond when requesting either docking permission or cargo loading services. After arriving at stations such as Baijini Point or Port Tressler, the player attempts to contact ATC through the normal communication channels. However, the ATC service does not respond to the request.
